Sectors that attract capital
Coastal tourism around Budva, Tivat and Herceg Novi, hotel and mixed-use development, solar and wind energy, and software companies serving foreign clients are the sectors with the clearest demand. Montenegro treats foreign and domestic investors equally and allows 100% foreign ownership of a company.
Incentives and programmes
Incentives change with each budget cycle and typically cover underdeveloped municipalities, job creation, tourism categorisation and energy projects. We check the current programme and its conditions before any figure enters the business plan, rather than promising a benefit that no longer exists.
Due diligence on land and permits
Most failed projects fail on land. A cadastre extract, the spatial plan status, access roads, utilities and any encumbrance are verified before a deposit, and building permits are tracked through the local authority. Protected coastal zones and state-owned land carry their own concession rules.
Structure and exit
Investments are usually held through a Montenegrin limited company, taxed at 9% on the first €100,000 of profit, with a holding structure where several projects or partners are involved. We plan the exit, share sale or dividend route from the start together with our tax team.

Can foreigners own land and businesses outright?
Businesses yes, fully. Land and some plots are reserved for Montenegrin persons, which is why most investors hold property through a Montenegrin company.
