Yachts and Cars in Montenegro: The Rules
Montenegrin flag
Yachts can be registered in Montenegrin ports in the name of a resident individual or a Montenegrin company. Registration under the Montenegrin flag is used both for private cruising and for commercial charter, with a company structure usually preferred for charter and for owners from outside the EU.
VAT and charter
Montenegro is outside the EU VAT area, which is why yachts in transit and charter operations find it attractive: a non-EU owned yacht can stay without triggering EU VAT, and charter under a Montenegrin licence is subject to local VAT rules rather than those of the EU. We confirm the current treatment with customs before the yacht arrives.
Marinas
Porto Montenegro in Tivat, Luštica Bay and Portonovi in Herceg Novi offer superyacht berths, full service, residences and tax-free fuel for eligible vessels. Berths are contracted annually or long term and demand peaks before the summer season, so we negotiate early.
Vehicle import
Cars brought into Montenegro pay customs duty and VAT on their assessed value, pass a technical inspection and homologation, and are registered with annual renewal and compulsory insurance. Residents moving their household may qualify for relief on one vehicle; we check the conditions before shipping.

Is a Montenegrin-flagged yacht free of EU VAT?
